Linc Cymru appoint contractor for regeneration work in Pillgwenlly, Newport
CONTRACTOR APPOINTED FOR REGENERATION WORK IN PILLGWENLLY, NEWPORT
Linc Cymru (Linc), a housing association and care provider, has appointed LCB Group as a contractor for the regeneration of the Constables Close area of Pillgwenlly, Newport.
The work, which has been funded via a Welsh Government grant as well as Linc’s own investment, is expected to start in June and aims to make the area a safer, more pleasant place to live.
The regeneration includes the conversion of eight flats into four houses, four houses into five flats and two maisonettes, and the demolition of four empty properties, creating open areas and courtyard parking.
The funding, which has been provided by the Welsh Government’s Transitional Accommodation Capital Programme (TACP) Phase 2, is designed to bring unused properties back into use as homes for individuals and families, enable the remodelling of existing accommodation and for converting buildings into good-quality accommodation.
Linc’s existing homes in Constables Close, Church Street, Clarence Street and Commercial Road will also benefit from the regeneration work and are set to see improvements under the housing providers Optimised Retrofit Programme (ORP). It aims to bring homes to their lowest achievable carbon footprint through installing low to zero-carbon technologies, such as solar panels. As part of this work, all the windows and doors of the existing homes were replaced and upgraded in November 2022.
As the housing provider prepares for the regeneration work, Linc has been working with the local community and Newport City Council to combat fly-tipping at Constables Close and has commissioned a contractor to clear rubbish on a weekly basis. In addition, aesthetically pleasing hoarding will be erected to prevent access to the site once construction work takes place and CCTV is also being installed.

“As a socially responsible business committed to supporting local communities, Linc incorporates a social value clause within its contracts. This is a requirement that any contractor appointed by Linc will carry out activities or provide funding that will benefit members of the local community.
“Last year we were able to use some of our social value funding to organise a trip to Newport Wetlands for our Pillgwenlly residents and their families, and we look forward to arranging more community activities in the coming months.”
Ahead of demolition and construction work taking place, residents were recently invited to an event at the Pill Millennium Centre where they could ask members of the Linc or LCB team questions about the project and how the construction work would impact them.
Linc is also working alongside and involving community members such as the police, councillors, and the Newport City Council, as part of the wider Pill masterplan. Linc will continue to work alongside residents as the construction work takes place.
